Smiley Flag WaverOf the 100 selected aliens, 73 had an average of six arrests each after being released from custody. They were arrested, collectively, 429 times on 878 charges, ranging from traffic violations and trespassing to drug crimes, burglary, robbery, assault and weapons violations.

Investigators identified an official "sanctuary" policy for two jurisdictions that received at least $1 million in SCAAP funding: Oregon, which received $3.4 million, and the city and county of San Francisco, which received $1.1 million and has designated itself a "city and county of refuge."

The audit defined "sanctuary" as a jurisdiction that may have state laws, local ordinances or departmental policies limiting the role of local authorities in the enforcement of immigration laws.

Criminal aliens set free on the streets of America -- instead of being deported after serving their time -- are being rearrested as many as six more times by U.S. authorities, according to a government audit released yesterday.

But the Justice Department's Office of Inspector General said it did not know how many of 262,105 illegals in the audit, who had been charged with a crime and then released, had been rearrested.

THE IMPACT OF ILLEGAL IMMIGRATION

While debates over illegal immigration typically focus on economic issues, recent reports demonstrate that the effects of illegal immigration go far deeper than just jobs, and extend all the way to issues of homeland security – including your home. According to a government audit released Monday, illegal immigrants who have committed crimes in America are regularly being set free on our streets (instead of being deported after serving time) and are being re-arrested as many as six more times. The Justice Department’s Office of Inspector General, which issued the report, conducted a sample of 100 illegal aliens and found that they had been arrested, collectively, 429 times on 878 charges, ranging from traffic violations and trespassing to drug crimes, robbery and assault.

Of course, the recidivism rate is just the tip of the iceberg when it comes to the relationship between illegal immigrants and crime. Consider these statistics.

· The U.S. Immigration and Customs Enforcement (ICE) removed 82,802 criminal aliens (foreign nationals convicted of crimes) in 2004. A separate ICE initiative for targeting criminals who sexually exploit children, Operation Predator, made over 4,300 arrests that year, 85 percent of which involved foreign nationals.

· The Violent Crimes Institute of Atlanta estimates that there are approximately 240,000 illegal immigrant sex offenders in the U.S., who have had an average of four victims each.

· According to statistics released by Rep. Steve King (R-IA), 12 Americans are murdered every day by illegal aliens.

In many cases the U.S. government is its own worst enemy. For example, the Justice Department audit identified several states and localities—including Oregon, New York City and San Francisco—that have official “sanctuary” policies, which prevent the enforcement of immigration law by local authorities. What’s more, reports show that the 6,000 National Guard troops recently deployed to the U.S.-Mexico border have no mandate to arrest illegal immigrants attempting to enter the U.S., but only to observe. In a recent incident, several National Guard troops were forced to retreat from an observation post near the Mexican border after spotting armed men carrying rifles. Border patrol agents in that same area had been ambushed and shot in previous years. Border Patrol spokesman Mario Martinez said that the Guards acted appropriately, explaining that “The Guard troops are not there to engage, interdict or arrest anyone but to man observation posts.” American families are being victimized by our failure to seriously enforce the law and put an end to illegal immigration. The policy that has our National Guardsmen retreating from our border needs to change now.
